The Board of Directors is responsible for guiding the overall management and governance of the association. This includes overseeing the organization’s business, property, and affairs, and establishing policies and procedures to support MPHA’s mission. Through strategic leadership and decision-making, the Board ensures that MPHA operates effectively and in service of advancing public health across Michigan.

Marcia Mastracci Ditmyer, PhD
President 2025-2027
Dr. Marcia Mastracci Ditmyer is Dean for the Crystal M. Lange College for Health and Human Services at Saginaw Valley University (SVSU) in Saginaw, Michigan. She came to SVSU after serving as the associate dean for education and professor in residence with Emerita at the University of Nevada, Las Vegas (UNLV), School of Dental Medicine where she provided leadership and assumed oversight for all educational programs and learning environments within the school. In her 18 years at UNLV, she gained experience in interprofessional education and collaborative practice working within a variety of health professions.

Fatema Mamou, MPH
President Elect, 2025-2027
Fatema is a Regional Epidemiologist with the Michigan Department of Health and Human Services. Fatema has been an MPHA member for 11 years and has previously served as a Section Treasurer, Chair-Elect, and performed as the Chair of the MPHA Epidemiology Section during the 2010-2011 term. In 2012 she became a MPHA Board Member and served for three consecutive terms in that position before being elected as the current MPHA Secretary in 2018.

Suzanne Keep, PhD
Immediate Past President, 2023-2025
Dr. Suzanne Keep is Site Director for the McAuley School of Nursing BSN, pre-licensure program, and Associate Professor at the University of Detroit Mercy in Grand Rapids. She has been with the university for over 15 years. In addition to teaching undergraduate nursing students and graduate students, she is a published author and funded researcher. Dr. Keep has been a registered nurse for 47 years. Her education includes a Bachelor of Science in Nursing from Nazareth College in Kalamazoo; a Master of Science in Nursing with a concentration of Community Health Nursing and a minor in Nursing Administration from Wayne State University; and a Ph.D. in Nursing from Rutgers, The State University of New Jersey. Dr. Keep is a 2017 recipient of the Michigan Public Health Association, Public Health Nursing Section: Excellence in Public Health Nursing Leadership. She has held various board positions across national, local, and regional organizations. Her focus is on serving the vulnerable, the marginalized and eliminating health inequities and health disparities. She is a fellow of the National Academies of Practice.

Ashton Stewart, MPH, CHES
Secretary
Ashton is the Policy, Systems, and Environment (PSE) Nutrition Education Lead for the Genesee Intermediate School District. She also works as a Research Assistant for the Michigan State University College of Human Medicine. Ashton holds a bachelor’s degree in health sciences and a master’s degree in public health. She is currently pursuing a Doctor of Public Health (DrPH) degree with a focus on public health education, chronic disease prevention, and leadership management. Ashton has been a member of the Michigan Public Health Association (MPHA) since 2024 and previously served as the MPHA Student Section Chair during the 2024–2025 term. She is currently serving as the Secretary of MPHA.

Brian Hartl, MPH
Treasurer 2018-Present,
Chair, Epidemiology Section
Brian joined MPHA as a Councilor in the Epidemiology Section shortly after starting his public health career in 2003. After serving as Chair of the Epidemiology Section in 2009, he stayed involved with the board and took on the role of Secretary in 2012. Brian is currently serving as the Treasurer of MPHA.

Sarah Nechuta, PhD, MPH
Chair of Nominations and Elections Committee, Michigan Journal of Public Health Editor
Dr. Sarah Nechuta is an educator, epidemiologist, and population health scientist with over 20 years of experience. She is currently an Associate Professor of Public Health in the Master of Public Health program in the School of Interdisciplinary Health at Grand Valley State University (Grand Rapids, MI). She teaches and mentors students in epidemiology, public health science, and applied data analysis in both research and public health surveillance. She obtained her MPH from the University of Michigan and PhD in epidemiology from Michigan State University. She is the chair of the MPHA Nominations and Elections Committee and Editor for the Michigan Journal of Public Health. She is a member of the MPHA Epidemiology Section and conference planning committee for the annual MPHA Epidemiology Conference.

Naomi Ervin PhD, RN, PHCNS-BC
Retired, FNAP, FAAN- Chair of Bylaws Committee, 2020-Present
As an MPHA member for 29 years, Naomi Ervin has served the organization in several positions. Most recently she served as Director-at-Large of the MPHA Board of Director. She currently chairs the Bylaws Committee and is a member of the Public Health Nursing Section Program and Nominations Committees. Previously she served as chair-elect and chair of the PHN Section. Other positions previously held throughout the years in MPHA are member of the Rules Committee, member of the Program Planning Committee, and member of the Archives Committee. She is a fellow of the American Academy of Nursing and the National Academies of Practice.

Belinda Aberle, MSN
Chair of Public Health Nursing Section, 2025-2027
Belinda Aberle serves as faculty for the Wayne State University College of Nursing. She recently served as project manager on an NEQPR RNPC grant to enhance RN preparation for and practices in primary care. She holds a BSN degree from Boston University and an MSN degree from the University of Michigan.

Dillon L. Glenn, RN
Chair of Student Section, 2025-2027
Dillon L. Glenn is currently pursuing his Ph.D. at Wayne State University, College of Nursing, having previously earned a Bachelor of Science in Nursing. His research primarily focuses on social pharmacology, behavioral economics, and smoking behaviors, employing a social scientific approach with an emphasis on quantitative methodology. He is particularly interested in understanding how social contexts, identities, preferences, and perceptions influence smoking behaviors and choices of cessation interventions. As the Chair for MPHA student section, he is dedicated to promoting research collaborations and networking opportunities including conferences, workshops, and more.

Crystal Hepburn, BSN, RN
Chair of Membership Committee, 2023-2025
Crystal Hepburn is the Children’s Special Health Care Services program manager at the Detroit Health Department. She has been with the Children’s Special Health Care Services program for the last 12 years. Crystal is a Registered Nurse and a Certified Case Manager working with children, youth young adults and some adults and their families.
Crystal has participated in many a variety of work groups, including the Disability Task Force in Detroit. She is the past president of the Michigan Public Health Association Public Health Nursing Section, in which she is currently serving as the treasurer. She is also a Board member of the Michigan Public Health Association as well as the current membership officer. Crystal has served as the President of the Windsor-Essex RNAO Chapter, representing over 1100 registered nurses, nurse practitioners and nursing students for the last 9 years from 2014-2023 and recently transitioned to the past president role. Crystal is also the treasurer of the Complementary Therapies Interest Group, a member of the Alliance of Nurses for Healthy Environment, a member of the Association of Diabetes Care and Education Specialist, American Public Health Association, CSHCS Local Advisory Council with MDHHS and CSHCS Advisory Committee with MDHHS.

Hope Rollins, MBA
Affiliate Representative to Governing Council of APHA (ARGC) 2025-2027
Ms. Rollins has been with MPHI for 25 years. She has served in ever-increasing roles in her tenure but has served as Director of Education and Training for over 15 years and serves as the Equity in Action Project Lead. Her work entails cross-center collaboration and fund development, strategic outreach, and promotion. Additionally, she serves on the MPHI-Office for Anti-Oppression Strategy and Internal Solutions (OASIS) Leadership Team and Co-Chairs the MPHI Staff of Color Affinity Group. Both initiatives are focused on rooting and centering equity and belonging. They aim to attract, support, develop, and retain diverse talent while fostering human connectedness to build authentic relationships, promote healing, and create ng, and professional development opportunities.
Prior to joining MPHI in 1999, she served seven years in various roles, ending as a Special Projects Coordinator at Henry Ford Health System supervising the Medicare Risk Assessment Call Center and assisting in developing and implementing quality improvement measures to meet NCQA and HEDIS® goals for JACHO accreditation/compliance. Currently, she consults with faith-and community-based organizations on capacity-building and outreach efforts. On a national scale, she currently serves as the Affiliate Representative to the Governing Council for the American Public Health Association (via Michigan Public Health Association. She is a Past Chair of the APHA Executive Board. She holds a B.S, from Michigan State University in Multidisciplinary Health Studies and a MBA from Davenport University.

Ella Greene-Moton
Director-at-Large, 2025-2027, (APHA Past-President)
Serving as a community/academic bridge, Ella has an extensive background in public health advocacy, public health policy, Community-Based Participatory Research (CBPR), and programming, spanning over the past forty plus years in the City of Flint and surrounding areas. She currently serves as Administrator of the Community Based Organization Partners (CBOP) Community Ethics Review Board (CERB), with specific efforts in public health Ethics focused on providing an awareness at the community level, developing and elevating the community voice and advocating for community inclusiveness at the State and National Levels. Her areas of expertise include facilitating community/academic/practice partnership building and sustainability as well as developing and managing community-based projects. Ella is honored to continue her engagement with the Michigan Public Health Association, the Great Lakes Public Health Coalition, and the Past President of the American Public Health Association.

Raegan Holek, MPH
Director-at-Large, 2025-2027
Raegan Holek is a Director-at-Large on the MPHA leadership board, currently serving a two-year term from 2025 to 2027, following a one-year term from 2024 to 2025. From 2022 to 2024, she served as Chair of the MPHA Student Section. She also contributes to the MPHA Epidemiology Conference Planning Committee, where she assists with organizing the annual conference, reviewing abstracts, moderating sessions, and coordinating day-of activities. In addition, she mentors the current Student Section Chair and Chair-Elect.
Raegan works as a Data Resource Analyst in the Department of Obstetrics, Gynecology, and Reproductive Biology at Michigan State University’s College of Human Medicine. She holds a Bachelor of Science in Kinesiology from Lake Superior State University and a Master of Public Health in Epidemiology from Grand Valley State University.

Raymond D. Rawson, DDS, MS
Director-at-Large, 2024-2026
Raymond D. Rawson has more than 50 years of experience in the area of public health. His experience is split between business, academic, and legislative. He holds a doctorate in dental surgery and a master’s in physical anthropology. He also holds certificates in forensic odontology, pathology, and oral medicine. He spent over 10 years as commander of the Nevada One disaster medical assistance team within the U.S. department of health and human services. His work as the dental director for Health Plan of Nevada focused on the quality assurance of oral health care among its members. His public service included serving as a Nevada State Senator for 20 years, where he was the assistant majority floor leader, vice chair of the finance committee, chair of standing committee on health care, and chair of task force for the Fund for a Healthy Nevada. Among his legislative efforts, he ensured the funding of a pediatric dental residency program, dental hygiene school, and dental school in southern Nevada. He served as a Regent of the Nevada’s System of Higher Education Board. Dr. Rawson served as a commissioner for the Western Interstate Commission on Higher Education (WICHE). Dr. Rawson’s vision and the goal of his many efforts was to ensure health equity for the underserved. Dr. Rawson served under President Clinton as a member of the President’s National Advisory Committee on Rural Health. He has devoted his life to public service, especially focused on underserved populations and continues to be a strong advocate for public health.

Kenetra Young, PhD, MPH, MBA/HCM Director-at-Large, 2024-2026
Dr. Kenetra Young is the Public Health Program Director and a professor at Henry Ford College. She has a Bachelor of Science degree in Medical Technology, a Master of Business Administration degree specializing in Health Care Management, a Master of Public Health degree specializing in Community Health, and a Doctor of Public Health degree specializing in Epidemiology. She has over 20 years of experience in the healthcare and public health industries.
She previously worked as a Communicable Disease Program Manager at the City of Detroit Health Department. She managed a team of epidemiologists, communicable disease investigators and supported contact investigations for food borne illnesses and reportable diseases such as hepatitis and COVID-19. Before accepting her current role, Dr. Young worked as a Public Health Manager at a Community Mental Health Agency where she was responsible for the program’s budget, education activities, the design and evaluation of protocols, and operated a community health clinic.

Katherine Balint, DNP, PHRN -BC,
MSN-NA, CHSE, CRRN, FCN-C
Director-at-Large, 2025-2027
Dr. Katherine Balint became a director at large for MPHA in 2023. Kathy also serves as the Associate Director of Clinical Simulation and Learning, Assistant Professor, and Specialty Coordinator for the Advanced Public Health Nursing program at the College of Nursing, Wayne State University. Completed her Doctor of Nursing Practice in 2013, Advanced Public Health Nursing Masters in 2012, Master’s in Nursing Administration in 2008, and is certified as a Healthcare Simulation Educator, Faith Community Nurse, and Rehabilitation Registered Nurse. Additionally, she is an IPE scholar’s faculty for the Michigan Area Health Education Center (AHEC) Scholars Program. Served on ANA- MI Policy Committee for region 7, and over the past four years, served on the executive board and assumed the role as treasurer of Nurse Practice Corporation, a nurse practice corporation providing primary care services for Campus Health Center, WSU, and Talyor Street Primary Care clinic in Detroit Mi. She also volunteers as a faith community nurse in downtown Detroit.

Kelsey Phelps
Director-at-Large, Webmaster, 2025-Present
Kelsey Phelps became a Director-at-Large and Web Designer for MPHA in 2025, where she supports digital communication and engagement strategies through the design and management of the organization’s website. Her role emphasizes increasing MPHA’s online presence and promotional materials to connect with public health professionals, students, and community members across Michigan. She is currently pursuing a Bachelor of Science in Public Health at Saginaw Valley State University, where she combines her interests in health promotion and education to strengthen the community.
